Earlier this week, I was listening to a discussion around Richard Haass’ new book, The Bill of Obligations: The Ten Habits of Good Citizens.

The discussion centered around the dearth of knowledge among many in the United States on the basics of civics and history. The root of this lies seems to lie in our educational system.

Unlike most countries, the United States does not have a national educational system. Schools are controlled by local school boards with a greater or lesser role played by state education boards, depending on the state. This leads to a wide range of what students learn in school and the depth of that learning.

I went to public schools in western Massachusetts in the mid-1960s through the 1970s. Civics and history were an important part of our schooling. I remember in the later grades of grammar school reading the US Constitution and summaries of landmark Supreme Court cases. We were expected to apply what we had learned from history to current events, such as deciding for whom we would vote for president in a mock election. This being small-town New England, we would attend town meeting day with our families, showing democracy in action.

Having already learned the basics of US and world history in our younger years, in high school, our coursework was designed to delve more deeply into particular areas of social studies. One of the best courses I took was one on minorities in America. I learned about such important historical events as the Chinese Exclusion Act and the internment of Japanese-Americans during the Second World War. We studied the Black experience in the US, from enslavement and Jim Crow through the civil rights movement, which was, of course, ongoing. I learned for the first time about the discrimination that had affected my own Italian grandparents and Irish great-grandparents. By the time I turned 18 and could register to vote, I had a good understanding of the complexities of our past and of how to evaluate issues of the present and future.

My daughters went to school in New York, where the State Board of Regents is the main driver of curriculum. The Regents set the required courses and use statewide exams in high school to ensure that the students are fulfilling the goals of the curriculum. While the State is fond of survey courses, they do expect students to do much more than memorize historical facts. A major component of history exams is a document-based essay, where the student is given primary source material, such as political cartoons, government documents, and newspaper articles, and asked to use them to write an essay expressing support or opposition to a given proposition. It demonstrates the kind of decision-making that voters need to do to evaluate candidates or stances on current issues. High school students, usually in their final year, also take a semester course on participation in government, which is considered the capstone of their civics education. This New York State framework, which my daughters used in the 1990s-early 2000s, remains in place today.

Some other states and localities do a poor job of educating their students in history and civics. Some even boast about the limitations they place on what is taught in their schools. A current egregious example of this is the state of Florida, which passed a law last year severely limiting teaching about race and identity. This led Florida to reject a pilot of the new Advanced Placement African American Studies course because it includes materials about current topics such as intersectionality, the reparations movement, and Black feminist literary critique. They also objected to students reading works by such well-known Black scholars and writers as bell hooks, Angela Davis, and Kimberlé Crenshaw. Florida officials claimed the course was more indoctrination than education, failing to realize that one needs to learn deeply through the full spectrum of a field of study to be truly educated and able to make judgments. Perhaps, their own education was too limited for them to appreciate the complexities we all now face.

At this point, we have a lot of catching up to do, with adults needing more education in civics, as well as many younger students. Part of this effort must be to emphasize our responsibilities to each other as citizens, or, as Richard Haass calls them, our “obligations.” (I haven’t had the opportunity to read his book, which was just released this week, so the following thoughts are mine and not from his work.)

For example, the First Amendment states that the federal government cannot establish a religion or prevent anyone from practicing their religion. I have the right to practice a religion or not, as I choose. However, I have a responsibility to not impose my religious tenets on anyone else. The First Amendment also says that laws can’t be made to abridge freedom of speech, but I am responsible for what I say and should take care that it is truthful and appropriate.

There is some tendency in the US for people to be hyper-individualistic, crowing about their individual rights, viewpoints, possessions, etc. while ignoring that we all exist in community and relationships, with people who are similar to us and those who are different in some way. Part of the reason that education in civics is so important is to increase the realization that we are responsible to each other as members of the community and the nation.

We are responsible for finding out the facts on an issue, forming a reasoned opinion, and taking action. We need to be respectful of others and set a good example. We need to keep listening and keep learning, as new information and discoveries come to light every day.

We need to be civil.

US education

In the United States, some school districts have already started the new school year and the rest will follow over the next couple of weeks.

In many places, the situation is fraught.

First, an organizational primer for those outside the US. The United States, unlike many countries, does not have a national education system. The various states exercise control over the curriculum and policies to greater or lesser degrees, depending on the state. The greatest degree of control usually rests with local school boards.

It’s a mixed blessing.

In some districts, the local school boards have bought into the notion that something as simple as having a book that includes a gay character in the library is akin to “grooming” students to be gay. Or that it isn’t permissible to discuss racism because it might make white students feel bad or guilty. This puts teachers in the uncomfortable position of being afraid to teach history, civics, literature, science, etc. in the way that they were trained to do as educators.

Some of these issues are even more pronounced when they become a state policy. The most prominent example of this at the moment is Florida. This school year marks the beginning of enforcement of the Parental Rights in Education Act, informally known as the “Don’t Say Gay” law. The most prominent provision of the law is that there must be no classroom instruction on sexual orientation or gender identity in kindergarten through third grade. The reasoning is that these topics should be totally controlled by (heterosexual) parents.

But, here’s the thing. We use gendered language ALL THE TIME. Some of the first sight words that children learn – mother, father, boy, girl, man, woman, he, she – are all gendered terms. Are teachers supposed to use gender-neutral words at all times, referring to students, parents, and siblings rather than using such common terms as boys and girls, moms and dads, and brothers and sisters? What if a student asks why the family picture a classmate drew has two moms or two dads? Will the teacher be sued if they say anything beyond “ask your parents”?

Florida is also facing what has been termed a “critical teacher shortage.” It’s hard to say how much is due to curriculum concerns versus low pay, lack of administrative support, large class sizes, contract provisions, etc. Teacher shortages are fairly common in the United States, especially in math and science. To fill gaps, some states allow people to teach subjects in which they are not certified or even allow people to teach who are not certified at all.

Meanwhile, teachers and schools are under COVID-related pressures. Although almost all students, teachers, and staff are eligible, many remain unvaccinated, raising the risk of illness. During the pandemic, some students fell far behind academically during the period of remote instruction and need highly qualified teachers and extra tutoring to help them catch up to grade level. Teachers are also struggling with the mental health and developmental needs of students who faced fear, uncertainty, and isolation for months and now struggle with inattention, misbehavior, and lack of age-appropriate social skills. Some teachers are opting to retire as soon as they are eligible rather than continue under these stresses.

In some areas, schools are dealing with church/state issues, as well. Because of the First Amendment to the United States Constitution, the government may not establish a religion. However, a couple of recent decisions by the conservative majority of the Supreme Court have poked holes in what had been termed the wall of separation between church and state. Both cases benefit the expression of Christianity; I wonder if the decisions would have been the same if they had been about public prayer by Muslims, for example. In some localities or states, there are even instances of (white) Christian nationalism creeping into school curricula, such as teaching that the United States was founded as a Christian nation, which it was not, and downplaying the role of enslavement and indigenous land theft/genocide in our national history.

A lot of this is supposedly done in the name of parental rights, that is, that parents are the ones who should determine what their children learn in public school. I don’t agree with that. I look upon public education as a public good. I want free, high-quality education for every student so they can grow into responsible, mature members of our communities. They need to learn wide-ranging skills in communication, quantitative and scientific skills, technology, social studies and civics, and the arts. Having a broad base helps to develop critical and creative thinking and to identify where a student’s interests lie. Learning in community teaches how to work together and solve problems in a civil way. That was my expectation when I chose to send my children to public school. If my priority had been to control what they were exposed to, I would have opted to home school them. If I wanted them to have learn through a faith-based approach, I would have sent them to a religious school.

I don’t believe that a subgroup of parents should be able to dictate the learning environment of all children in our public schools. If a parent thinks that a certain assignment is inappropriate for their child, the vast majority of schools have a mechanism to assign an alternative. However, that parent should not have the power to say that the other students can’t undertake the original assignment. If those parents don’t understand that in terms of community values, they should at least understand that the parents of the other students have the same right to direct their child’s education as they do. If a parent thinks that all/most of the assignments are inappropriate for their child, it’s time to either homeschool or send their child to a private or religious school that meets their needs.

With my daughters in their thirties and my grandchildren abroad, I admit that I am grateful to have been spared the personal pressures of education during the pandemic. There is a lot of ground to make up for students in the US. Let’s concentrate on that for the good of their future and our country.

voting in the US

I’m tired of politicians in Republican-led states that are restricting voting practices boasting that their policies still make voting easier than in “liberal” New York.

I live in New York state and here’s the deal. New York has long had very cumbersome voting rules. Registration and changes in party affiliation had to be completed months in advance of election day. Absentee voting by mail was only for medical issues with a doctor’s letter or being out of the county on election day. Until the pandemic, there were no early voting days. When we did have some early voting for the November 2020 election due to the pandemic, I waited in line for three hours to cast my ballot. Fear of COVID was allowed as a medical exemption so voting by mail was easier in 2020 but those ballots were not counted for over a week.

I envied family and friends in other states where most of the voting was done by mail, often with ballots mailed routinely to registered voters. States with open primaries, same-day registration, weeks of early voting days. States where it was not as cumbersome to fulfill the fundamental responsibility of being a citizen.

Because of the election interference problems of 2016, there had been a lot of preparations done to make the 2020 election more secure. The pandemic added another layer of complexity but the election was very successful with high turnout and accurate results reported. There were only scattered instances of voter fraud. Despite the vociferous and continuing lies from the former president and other Republicans, the election was free and fair. Dozens of recounts, audits, and court cases have upheld the results.

That is not to say that there were no problems. In my Congressional district, New York 22, the vote count was so close that it had not been certified when the new Congress first met in early January. During the January 6 attack, there was no representative from my district huddled in the House chamber and then evacuated to a safer location. The contested election results wound up in court. One of the main issues was that one of the counties did not process new voter registrations even though they arrived before the deadline. When those people appeared to vote, they were not allowed to cast ballots, which was significant in a district where only a few dozen votes separated the candidates. The court allowed the vote count to stand, seating the Republican candidate who had won in 2016 in place of the Democratic incumbent who had beaten her in 2018.

In a way, this foreshadows some of the efforts underway in various states to make registering and voting more difficult for people who are deemed likely to vote for Democrats. This has variously been applied to people of color, urban dwellers, elders, college students, and Latinx populations, depending on the state. For example, in Texas, a handgun license is accepted as identification for voting but a student ID is not. There have also been moves to close polling locations in certain areas, for example, to create long lines to vote in majority black neighborhoods while white neighborhoods have more polling places with only a few minutes’ wait. We also see increased amounts of gerrymandering, whereby districts are drawn in convoluted ways to dilute the voting power of a group, whether that is regarding political party, race, or ethnicity.

These kinds of voter suppression tactics and interference in representation have been around for a long time but are worse now than in recent US history due to Supreme Court decisions in 2013 and 2021 which made much of the 1965 Voting Rights Act unenforceable.

What is even more unsettling are the new laws in some states that are empowering partisans to determine which of the votes cast get counted and which get thrown out. The counting of valid votes should be totally straightforward and non-partisan. It’s math. Inserting politics means that it’s possible for electoral college votes to be awarded to the candidate who lost the popular vote in the state, perhaps overseen by the state legislature. We have seen a frightening example of this already with several states sending fraudulent slates of electors for Trump in states where Biden won the popular vote. We have just learned that these cases are being investigated by the Department of Justice.

There have been several bills in Congress to try to address these problems. They have passed the House but not the Senate where they have been impeded by the filibuster that would need ten Republicans to join with the Democratic caucus to advance the bills for a vote.

It’s shameful that Republicans are not standing up for democracy and the right of all citizens to participate in free and fair elections. They are apparently afraid that, if everyone votes and all the votes are counted accurately in fairly drawn districts, they will lose elections and power.

They should, though, be prioritizing our democratic principles and highest ideals. The last time the Voting Rights Act was re-authorized in 2006 it passed in the Senate 98-0 with 17 currently serving Republican senators supporting it. The Voting Rights Act originally targeted black voter suppression in certain jurisdictions with known discriminatory practices and the Supreme Court considered these formulae outdated. The current legislation under consideration goes further in securing voting rights for all in that it addresses a wider range of problems over the country that have appeared or been threatened over time. It would help voters in Democrat-led states like New York as well as Republican-led states like Florida.

Some have argued that the courts will prevent injustice but that does not always happen, as we found in the case in NY-22 where voters were disenfranchised without redress. We are also seeing, unfortunately, cases where judges are acting in a partisan way rather than an impartial, merits-of-the-case way.

Our Constitution begins, “We the People of the United States, in Order to form a more perfect Union”. Over our history, voting has been restricted by race, age, gender, and wealth. As we strive to “form a more perfect Union,” we must ensure that all adult American citizens have equal access to voting, whatever their race, age, gender, ethnicity, religion, political opinions, education, place of residence, or health status. We need just and enforceable laws to make that possible. I call on all members of Congress to support their fellow citizens in order to make our union stronger and “more perfect”.

New York voting

Georgia has already passed laws restricting voting access. Texas, Florida, and a raft of other states are considering similar bills.

When voting rights advocates complain, officials say that they aren’t really tightening access to the ballot. They are making their laws more like New York’s and New York is a liberal state, so the measures they are taking must be okay.

One major problem: New York, where I have lived most of my adult life, is way behind the vast majority of states when it comes to making registering and voting fair, accessible, and convenient.

While we do have voter registration and address change available through the Department of Motor Vehicles, the wait time between registering and actually being able to vote is long. This also applies to changes in party registration, which affects access to primaries, which are closed. (A closed primary means that only those who have previously registered with that party are allowed to vote. When I was growing up in Massachusetts, political independents could request a ballot for any party they wished on voting day, fill it out, hand it in, and then have their name removed from the party list, going back to their independent status.) I would love to have same-day registration as some states do. A voter can then cast a provisional ballot which will be counted as soon as eligibility is verified.

Many states have long had no-excuse absentee voting or extensive vote by mail options. New York has not. Absentee ballots were restricted to those who would be out of town on election day and those who were physically unable to get to the polls. In 2020, people were allowed to check the box for illness/disability for fear of contracting COVID, so the basic structure of absentee voting is still intact. One useful option we do have is that one can file as having a permanent illness/disability and an absentee ballot will automatically be mailed to you for every future election. This has been very helpful to my parents and my friends who are elders.

2020 was the first presidential election in New York State with early in-person voting at centralized locations. Previously, the only way to vote in person before election day was to go to the county Board of Elections office, request a ballot, fill it out, and turn it back in. The early voting period was October 24-November 1, with election day being November third. In our county, the lines were long. We waited about three hours in line to vote; our county lengthened the hours available after a few days to cut the waiting times. As it turned out, we could have waited to vote on election day as our planned trip to visit family in the UK was cancelled the day before we were to leave, so we were in town on Nov. 3rd. Many states have much more extensive early voting periods, beginning several weeks before election day.

One thing that New York had been good about was having long hours on election day. Polls were open from 6 AM through 9 PM. Anyone who was in line by 9 PM could remain to vote, no matter what time that actually occurred.

New York has also been very slow with counting votes. Absentee votes couldn’t be counted for at least a week after election day. In some cases, the waiting period was closer to two weeks. While the presidential outcome was clear, some races were not officially certified for weeks after the election. The most severe was our Congressional district, which resulted in our representative not being sworn in until February 11th.

New York is continuing to pass legislation to make voting more accessible. Meanwhile, these other states that are claiming to be “keeping up with liberal New York” are in reality making vote more burdensome for their citizens. They are also adding ridiculous things like making it a crime to give food or water to people waiting in line to vote.

So remember, the next time you hear some politician crow about making their voting system more like New York’s, it is probably not a good thing.

The various shenanigans that are going on with states restricting voting access points out the necessity for action at the federal level. I am hoping that the For the People Act (H.R.1/S.1) and the John R. Lewis Voting Rights Advancement Act will be passed by Congress for President Biden to sign into law. Taken together, these would ensure equal access to the ballot for all citizens, no matter where they live. It would be even better if the bill to make Washington DC a state is adopted so that the 700,000 people that live there finally have votes in Congress.

Every citizen deserves representation and an equal opportunity to vote!

A quiet Fourth

Yesterday was celebrated as Independence Day in the United States. We usually just call it the Fourth of July, which it is, of course, everywhere in the world.

Celebrations this year were muted by the ongoing COVID catastrophe. While we still have the virus pretty well controlled where I live in the Northeast US, much of the rest of the country is experiencing a rapid spread which is threatening to overwhelm the health care system. Many states in the South and West are breaking their records for new cases daily and some are belatedly issuing mandatory use of masks in public and closing bars, indoor restaurants, and beaches, in hopes of reducing their infection rates.

It breaks my heart to see the level of suffering, knowing that much of it could have been avoided if leaders and the public understood and respected what the public health experts have been telling us. Wear a mask. Wash your hands. Stay six feet away from people who don’t live in your household. Avoid gatherings. Stay at home except for essential work and errands.

The advice works! We proved it in New York State and other states in the Northeast. This is also how most of the other countries that have gotten their transmission rate to low levels did it.

On Independence Day, the United States commemorates the signing of the Declaration of Independence, which declares that all are equal and have the right to life, liberty, and the pursuit of happiness. Some of the people who won’t wear masks say doing so is an affront to their liberty, but liberty is not a license to abandon responsibility. I recently saw a political cartoon by Dave Whamond where a man was declaring his right to drive his car in the opposite direction on the highway. (It didn’t end well.) No person’s “liberty” should be allowed to interfere with someone else’s rights.

The Declaration of Independence ends, “we mutually pledge to each other our Lives, our Fortunes and our sacred Honor.” It was clear that the document was not about something so small as personal desire or preference or grievance.

We each bear a responsibility to others.

Don’t drive the wrong way down the highway.

Wear a mask.

I know that I am privileged. I’m white and well-educated. I grew up in rural New England with great parents and was sheltered from a lot of the temptations that get young people into trouble. My spouse B and I have been happily married for almost 38 years. We live in an area in the northeastern US that is affordable enough to live comfortably on one salary, so I could raise our family, help care for elders, volunteer, and pursue artistic work without the added pressure of needing to earn income. I have never lived in a big city with a high crime rate, so I can move about without worry, other than the usual caution that all women employ. I can speak freely and follow my religion, although that comes with some built-in sex discrimination. I am relatively healthy and have access to good-quality, affordable health care. When B retires, we have retirement savings and our house to live in. While not rich by US standards, I am aware that I have more wealth than the vast majority of people in the world.

Yes, I am privileged in so many ways.

Because I grew up in a tiny town, only about 200 people when I lived there and even smaller now, there was not a lot of racial diversity. My parents, though, were diligent about exposing us to the wider world and modeled the dignity and equality of all people, as did Catholic social justice doctrine. As a young child in the 1960’s, I watched as the civil rights movement was translated into law and hoped and, perhaps took for granted, that progress was being made toward the equality that the United States had so long touted.

While acknowledging that some progress has been made, there is still so, so much wrong, which is why the death of George Floyd at the hands of police – on top of so many other deaths of black and brown people in police custody; decades of inequality in education, housing, employment opportunities, and pay scale; violence; the higher rate of illness and death from COVID-19 among people of color and those living in poverty; unequal laws and enforcement resulting in large numbers of black men in prison; obstacles to voting; the recognition that many of our essential workers are poorly paid people of color; discrimination; and personal attacks of all kinds – has caused such anguish, outrage, and action across the country, not just among the black community, but among people of all races. People in other countries are demonstrating not only in support of the US civil rights and Black Lives Matter movement but also to highlight discrimination in their own countries against indigenous and black and brown people.

The vast majority of these protests have been peaceful, which made the recent clearing of the park near the White House all the more appalling. There have been other instances of violence against peaceful protesters and the press, which are totally unacceptable and against the US Constitution and laws. I also oppose any violence against the police or other protesters, arson, theft, and the destruction of property.

Because of my age and the need to protect myself and my family against COVID-19, I have not been to any protests in person. There have been several peaceful protests locally, including some directed against our county jail, which has a percentage of inmates who are people of color much higher than our population and a distressingly high number of inmates who have not been treated sufficiently for medical conditions and/or who have died. We have not had the kind of looting here that has happened in larger cities. There has been a very sad case of arson, the destruction of the premier accessible playground in our area, although no one knows whether or not the person/s involved were motivated by the murder of George Floyd. There has been an outpouring of donations to re-build this special place as soon as possible.

As a white person, I can’t know what it is like to be a person of color, but I do have a window into it from members of my family. Two of my brothers-in-law and my son-in-law, as well as their children, are people of color with personal or family roots in Asia and Africa. They have shared stories with me about fear when being stopped by police, about being followed and asked to leave a store while shopping, and about loss of educational opportunities. They hear derogatory language based on their race. Sometimes, their status as a family is questioned because they are bi- or multi-racial.

Our Declaration of Independence says that all “are created equal” and entitled to the rights of “life, liberty, and the pursuit of happiness.” We need to carry this out, however belatedly, and maintain it for generations to come. As the late Rep. Barbara Jordan said, “What the people want is very simple – they want an America as good as its promise.”

How do we accomplish this? When I wrote this post a week ago, I did not have concrete ideas, but I have since heard a number of proposals, some around policing and legal practices and some that attempt to rectify consequences of racism in the areas of health care, housing, education, and employment. This gives us an opportunity to advocate with our local, state, and national representatives to enact new laws and policies to move us toward equality. It also means that we can use their positions on these proposals to evaluate candidates in upcoming elections.

I’ve recently had the opportunity to attend several webinars about the path toward greater environmental and social justice. Hearing leaders articulate needed actions and policies gives me hope. Another very hopeful thing for me is seeing the two youngest generations, often called Millennials and Generation Z, stepping forward with ideas and action to shape our future. These young people are more diverse and generally more accepting of personal differences than their elders. Much of the recent energy behind environmental justice, gun reform, and racial/ethnic/gender equality has come from these younger people. I know that I am a better advocate for these causes because of what I have learned from my daughters and their peers.

To me, all of this work is about respect for the dignity of each person and a moral obligation to care for others and for our global environment. There is so much work to do, but, together, we can #BuildBackBetter.

Where am I?

Yesterday, June 1, 2020, was one of the darkest and most frightening days of my almost sixty years as a citizen of the United States.

President Trump is pressuring governors to use the US military against protesters in their states and is threatening to use the military, beyond the National Guard which is under the jurisdiction of each governor, within the states if the governors refuse. To do this, he would have to invoke the Insurrection Act, which, in the rare instances in which it has been used, has only been applied to a small, specific area for particular isolated incident. If the president tries to invoke this act across different states and regions, is he surmising that a widespread insurrection is underway? The Cambridge Dictionary defines insurrection as “an organized attempt by a group of people to defeat their government and take control of their country, usually by violence.” This is not at all what is happening. Even if you add civil unrest as a possible cause, the vast majority of the country is seeing non-violent protests, which are within our rights to free speech and assembly. The limited amount of violence and destruction/theft of property are matters for local law enforcement, sometimes aided by the state’s National Guard, if the governor sees fit to use them.

The president seems to think that his bravado makes him look strong, but the opposite is true. His resorting to such threats shows how weak he is as a leader that he cannot talk to the nation to calm the situation and take effective action to address the injustices that have so many millions across the country taking to the streets.

The most horrifying part of yesterday was that the area near the White House was cleared of protesters so that the president could go to a nearby church for a photo op. These protesters were non-violent and the curfew had not yet taken effect when they were attacked with teargas, concussion grenades, rubber bullets, and physical violence. Clergy and volunteers who had been offering water, snacks, and assistance to the protesters throughout the day were also driven from the area.

These actions ordered by the president violated the free speech and freedom of assembly rights from our Constitution, as well as interfering with the religious expression of those who were there to serve others to fulfill the calling of their faith. The president also did not inform the clergy of St. John’s or the Episcopal Bishop Mariann Budde that he would be clearing the church grounds and using their sacred space for a photo op. Rev. Budde and other Christian faith leaders have objected to the president’s actions and rhetoric, pointing out that he is espousing views antithetically opposed to the tenets of Christianity.

Donald Trump has no moral authority whatsoever. He says that he wants “law and order” while himself violating the Constitution that he has sworn to uphold.

I am afraid of what will come next. I don’t have a vivid enough imagination to envision what will happen beyond the pandemic, injustice, and widespread suffering we have all around us.

We need competent and compassionate national leadership as soon as possible. There are millions of us all over the country ready to embark on the gargantuan task of building back a country worthy of our highest ideals of equality, unity, peace, and community.

re-opening fears

Some of the states here in the US are re-opening stores, hair, salons, dine-in restaurants, recreation activities, and other businesses, even though they haven’t met the not-very-ambitious federal benchmarks to do so during the pandemic.  They feel safe enough because they are not large cities like New York City or Chicago and they don’t have thousands of new cases every day in their state – or are ignoring it if they do.

I’m afraid they are ignoring not only science but also the experience of my state, New York.

The health guidelines are that limited re-opening should not occur until a state has had two weeks of decline in the number of cases. The reason for the two week timeframe is that fourteen days is considered the maximum incubation period, although people can develop symptoms as few as two days after exposure. If numbers are declining for two weeks, it signals that the outbreak is under some measure of control, so careful resumption of some business and recreational activities can resume in conjunction with testing widespread enough to quickly detect a rise in cases, in which case stricter measures would be resumed until there was again a two week decline. Not only do the states that are opening not meet the two-week decline criteria but also they don’t have the testing capacity to quickly detect an uptick in cases.

The Centers for Disease Control and Prevention, in studying the virus’s path in the United States, now realize that the strain that has caused so much illness and death in New York came through Europe, not directly from China. This strain appears to be even more virulent than the strain that came to the western US directly from China. During the weeks when the administration was banning travel from China, thousands upon thousands of travellers arrived from Europe to NYC area airports, some of them bringing the virus with them. It’s now estimated that there were 10,000 cases in the NYC area before any were officially recognized as COVID-19; this explains why New York State has so many more cases and, unfortunately, deaths than other states. The virus was already wide-spread in an area with a high population density weeks before anyone realized it.

New York, through closing all but essential or work-from-home businesses and encouraging most people to stay at home except to buy needed supplies, has managed to bring down the number of new cases, hospitalizations, and deaths, although not yet for long enough to enter phase one re-opening of some businesses. Plans are being made for eventual re-opening with testing in place to make sure that things will not get so out of hand that our hospitals will be overwhelmed with critical cases. There is the very real possibility that, despite all the planning and precautions, we might have to reverse course and close down again if the numbers start climbing. Until there is a vaccine, it is unlikely we will be able to get the case number down to zero or resume large-scale gatherings.

It’s not that Governor Cuomo and other state leaders don’t want to open more of the economy. They do, but not at the cost of more debilitating illness and death. As a community, we are all responsible for trying to protect the health of others, especially those most vulnerable to complications and those who are working in health care, food service, delivery, transit, custodial, and the other essential businesses that have been continuing to serve throughout the pandemic and who have been getting sick at much higher rates than other New Yorkers.

Our state leaders are also acutely aware of those who are unable to work because of the restrictions in place. There is enhanced unemployment insurance in place, as well as emergency food, utility, health, and homeless outreach programs. They are refusing the false dichotomy of illness/death or the economy, trying to prioritize health and life for everyone so that we are healthy to re-build our economy.

There are some New Yorkers and some folks in other states who are claiming that they have a right to be anywhere they want and do anything they want and that government has never interfered in people’s lives like this. They are overlooking that with our rights, both political and human, come responsibilities. The individual has the right to risk their own health, for example by drinking alcohol, but with that comes the responsibility not to harm others through violence or driving drunk. National and state governments have taken action to protect the public health in prior epidemics, such as the 1918 flu pandemic and the waves of polio that afflicted the world before the development of the vaccine. As I am fond of pointing out, in the Preamble of the Constitution, we the people of the United States established our national government to “promote the general welfare.” Each person has that responsibility to all the others. While some may have fallen into the illusion that individual freedom entitles them to do whatever they want, our system has always been a social one. One person’s freedom can’t interfere with others’ well-being, at least, not without challenge.

As I watch the news of opening of businesses in other states and see people in large gatherings without personal protection, I worry that, within a couple of weeks, there will be coverage of spikes in cases, more hospitalizations, and more deaths, especially because some of the states have re-opened with major outbreaks in factories, nursing homes, and prisons, as though those cases won’t spread beyond facility walls. Maybe the strain they have circulating is not the more virulent one we have suffered with in New York.

Or, maybe, our collective burden of sorrow will be increased, knowing that learning lessons from New York’s experience could have saved heartbreak and lives, if only people had heeded them.

Independence Day

In the United States, July fourth is celebrated as Independence Day, in recognition of the adoption of the Declaration of Independence in 1776 by the Continental Congress.

This document, written for the most part by Thomas Jefferson, is still considered one of the pillars of our government. It famously declares “certain unalienable rights, that among these are Life, Liberty, and the pursuit of Happiness.” It is heartbreaking that, at this time, our government is ignoring the existence of those universal human rights, most noticeably among immigrants and asylum seekers. In society, we see this same problem expressed through discrimination or hatred against those of a different religion, race, ethnicity, or gender expression. We see it with employers who don’t pay living wages to their workers.

It’s discouraging to see my country, which I love, not living up to its highest ideals.

I don’t feel like fireworks or parades or speeches.

We are celebrating quietly at home with chicken spiedies, baked beans, corn on the cob, and fresh-baked strawberry rhubarb pie. Paco is joining us for dinner, so we will have our four generations together, from my World War II veteran father to my dual-citizen of the US and UK granddaughter.

Daughter E is wearing a shirt which says “EQUALLITY” with the ALL in sparkly colors.

That’s what I want my country to concentrate on today.
